This hatch is at the corner of The Glitter Gala store, and going through it will take you to the entrance to Undercity Ruins.

More precisely, you should approach the locked door on the other side of the corridor opposite the Voiceless Penitent Bareki. As you approach the door, you will seecorpses hanging from the ceiling, which you need to shootwith a long-range attack.
