9Rob Lucci
Lucci formerly worked with the CP9 before he joined the elite CP0. From a young age, Lucci exhibited signs of malice. He killed over 500 soldiers when he was just 13 years old. As he grew up, his ruthlessness only continued to increase. He follows “Dark Justice,” and in his mind, it is enough to justify his inhumane actions.
8Donquixote Doflamingo
Donquixote Doflamingo is the former king of Dressrosa and the captain of the Donquixote Pirates. After experiencing the harsh realities of the outside world, Doflamingo began to develop into a cruel person. He killed his father and his younger brother, Corazon. After getting rid of his remaining family members, Doflamingo traveled to Dressrosa and used his devil fruit power to overthrow King Riku and claim the throne for himself.

Heralded as the “Strongest Creature in the World,” Kaido is the captain of the Beasts Pirates. Over the years,Kaido managed to gain the status of the Yonko. Kaido is mostly interested in fighting and starting wars.

He built factories in Wano, which destroyed the livelihood of the citizens and ruined the living conditions. Kaido even imprisoned his son, Yamato for disobeying him. His plan to destroy the Flower Captain by crashing the island of Onigashima on top of it is further proof of his ruthlessness.

Enel is the main antagonist of the Skypiea arc. After destroying his nation, Enel came to Skypiea to rule over it with the help of his priests. He defeated Ganfor and began to rule with an iron fist. The combination of his devil fruit and Observation Haki allowed Enel to keep an eye on all the things that were going on in Skypiea.

One of the Yonko, Big Mom is a ridiculously powerful character, who rules over Totto Land. Big Mom possesses the Soru Soru no Mi, which is a paramecia type devil, and it allows her to steal the souls of others. During her rampages, it is almost impossible to stop her as she can’t distinguish between friend and foe.
Big Mom’s crew is mostly made up of her children and one would expect her to show them motherly love. However, whenever any of her children decided to get in her way she does not hesitate to attack and kill them.
2Five Elders
The Five Elders arethe leaders of the World Government. They are the only answerable to Im, who is the real sovereign of the World Government. The main goal of the Five Elders has always been to prevent the secrets of the Void Century from being revealed to the people of the world.
When the scholars of Ohara deciphered the Poneglyphs, the Five Elders made sure that the scholars were killed and all the evidence was completely destroyed.
1Blackbeard
Blackbeard’s sudden rise to fame came as a shock to everyone that he knew. He started off as an ordinary pirate on Whitebeard’s ship, but as soon as Thatch found the Yami Yami no Mi, Blackbeard murdered his comrade and ran away from it.
With the help of the Yami Yami no Mi, Blackbeard was able to defeat and capture Portgas D. Ace. At Marineford,Blackbeard and his crewmanaged to kill an extremely weakened Whitebeard, and then he stole the latter’s devil fruit. He was also responsible for the death of Absalom.
